Using Phing with SVN on Windows

Originally, I wanted to use Cygwin's installation of the Subversion client in conjunction with Phing.  However, I kept getting errors, despite using the full path and variations of the path to Cygwin's Subversion installation.  My guess is that even if you run Phing on the command line through Cygwin's bash prompt, Phing runs in isolation, without being able to access/"see" Cygwin's Subversion installation.  So to correct that issue, I simply downloaded the normal Windows Subversion client from the Subversion website and specified the fullpath to the svn.exe file in my Subversion related Phing task.  That along with my fix to the VersionControl_SVN module allowed me to run Subversion tasks using Cygwin.  On a sidenote, I could not find any documents online via Google that clearly demonstrated how to fix this problem.
